Two potential supplier replied to the original tender and only one was eligible to be included in the awarded Framework. The original estimated budget for this contract was €3,576,000 and after 2 years this limit is close to being reached and therefore we are seeking an unadvertised award of an increased spend for two reasons: 1. The unexpected and dramatic increase in usage of the interim HPC service explained in the paragraph below. 2. Unforseen delays with the CASPIr project which will replace this service via a new HPC infrastructure located and operated in Ireland and which is currently at stage 2 of a competitive dialogue procedure with installation expected for mid 2027. The success of the Interim National HPC Service and subsequent high demand from Irish researchers for HPC resources since 2023 (see image below showing monthly node hour usage) has exceeded expectations and prompted an increased investment from the government via DFHERIS. The reason for the initial estimated contract value was based on an initial budget allocation for 2 years from DFHERIS. As the CASPIr system had been approved in 2022 the expectation in 2023 was that the interim service would only be required for 2 years at most to bridge the gap. However, delays with formalising the national component of its budget via the NDP meant that the procurement initiation for it was delayed until late 2025. In light of these delays and in recognition of the successful operation of the interim HPC service on the LuxProvide supercomputer DFHERIS have increased the budget allocation to facilitate Irish scientific research output. A replacement system was not available in time and so to maintain computational capability for Irish researchers it was necessary to tender for compute cycles and storage space on equivalent foreign HPC systems which can offer users a familiar environment and enhanced capability for the interim period while the new Irish platform is procured and commissioned. The services provided via this contract (CON1591/2023) are access to a specialist HPC infrastructure and technical support.
