Modul in care se poate accesa documentatia de atribuire: SEAP/SICAP
Modul de departajare a ofertelor admisibile cu punctaje egale.
Procedura de atribuire este online. In cazul in care doua sau mai multe oferte sunt clasate pe primul loc, cu punctaje egale, departajarea se va face avand in vedere punctajul obtinut la factorii de evaluare, in ordinea descrescatoare a ponderilor acestora. In situatia in care egalitatea se mentine, entitatea contractanta are dreptul sa solicite (prin intermediul SEAP/ SICAP la Sectiunea Ïntrebari”) noi propuneri financiare si oferta castigatoare va fi desemnata cea cu propunerea financiara cea mai mica.
Preturile vor fi calculate cu maxim doua zecimale.
Castigatorii vor fi desemnati prin aplicarea criteriului de atribuire: cel mai bun raport calitate pret.
Dupa intocmirea raportului intermediar privind clasamentul, urmeaza a fi prezentate la solicitarea entitatii contractante, documentele justificative care probeaza indeplinirea celor asumate prin completarea DUAE de catre ofertantii clasati pe primele 3 locuri/ LOT in clasamentul intermediar intocmit la finalizarea evaluarii ofertelor.
Documentele prezentate trebuie sa fie valabile la data prezentarii.
În situaţia în care, în urma demersurilor realizate de entitatea contractantă în baza art. 205 alin. (2) din Legea 99/2016, ofertantii clasati pe primele 3 locuri nu demonstrează în mod corespunzător îndeplinirea integrală a tuturor criteriilor de calificare, entitatea contractantă solicită ofertantului clasat pe locul următor să depună toate documentele justificative ca dovadă a informaţiilor cuprinse în DUAE, în scopul verificării îndeplinirii criteriilor de calificare.
Entitatea contractantă poate cere oricărui ofertant, în orice moment în cursul procedurii, să depună toate sau o parte dintre certificatele si documentele justificative solicitate atunci când acest lucru este necesar pentru a asigura desfăsurarea corespunzătoare a procedurii.
Operatorii economici vor completa DUAE direct in SEAP/ SICAP.
