    <cbc:Description languageID="ENG">The government managers have, as the management authority for protected areas and threatened nature, a need for professional reports on occurrences of species and types of nature and conditions that affect them. Government managers also have a need for the preparation and revision of care plans for terrestrial nature types, in line with established templates and standards. The assignments ́s size will vary a lot, from simple care plans, to comprehensive reports.  

The procurement is divided into the following two disciplines:  
A. Care Plans: Preparation and revision of care plans for terrestrial nature types, in accordance with established templates and standards.  
B. Professional basis: Mapping and preparation of professional basis/professional reports/preservation targets for protected areas, species and nature types, including the red-list.   

Each discipline is further divided into the following geographical areas:
1. South: Agder + Rogaland 
2. East: Oslo, Akershus, Østfold and Buskerud + Vestfold and Telemark 
3. West: Vestland + Møre og Romsdal 
4. Mid: Inland + Trøndelag 
5. North: Nordland + Troms and Finnmark  

Tenderers can choose to submit tenders for one or both disciplines and one or several of the geographical areas. The procurement is divided into a total of ten sub-contracts.   

The contracting authorities under the framework agreements are the Government Manager's joint services (STAF) and the Government Managers. All national parks and protected areas can also enter into the agreement at any time. Such national park and protected areas are/can be governed by the Ministry of Climate and Environment. See the overview of the contracting authorities in Annex F-1 Framework Agreement.  

The framework agreements ́ total estimated value is NOK 30-50 million excluding VAT. The value is only an estimate based on grants in recent years and is without obligations for the contracting authority ́s future procurements.   

There is great uncertainty connected to the value of the contract as there are large variations in the sizes of the annual awards government managers receive for this work.</cbc:Description>

In line with examples from DFØ, where clean consultancy and consultancy services are typically seen to have a low climate footprint, the contracting authority considers that it is the office-based production that weights the delivery. However, the contracting authority has had doubts in the assessment, as the procurement also includes field work with accompanying travel activities. This activity can lead to a certain climate footprint. The climate footprint for travel and field work is therefore not assessed to be of such size that it changes the nature of the procurement as a service with a total immaterial climate footprint and environmental impact.

Any requirements or obligations at the time of the tender will be verifiable to a small degree, and can lead to a disproportionate risk that tenderers must take on obligations they have no real basis for fulfilling. This may in turn be restrictive to the competition.

The contracting authority has, after an overall assessment, concluded that the procurement has, in its nature, an immaterial climate footprint and environmental impact. The procurement is assessed immaterial climate footprint and environmental impact, cf. the Public Procurement Regulations § 7-9 (5).

The procurement is for consultancy services with elements of field work, including surveys and mapping in nature. The field work is a necessary and professional central part of the assignment, but it nevertheless appears as a support element for the main contract performance, which is the consultants ́ professional analyses, assessments and preparation of knowledge basis and reports. In line with examples from DFØ, where clean consultancy and consultancy services are typically seen to have a low climate footprint, the contracting authority considers that it is the office-based production that weights the delivery. The climate footprint is therefore mainly for ordinary work efforts, which, in isolation, are not seen to be significant in the context of procurement.

However, the contracting authority has had doubts in the assessment, as the procurement also includes field work with accompanying travel activities. This activity can lead to a certain climate footprint. However, after a combined assessment, the extent of the field work is considered to be limited, both in duration and cost, compared with the total consultancy effort. The climate footprint for travel and field work is therefore not assessed to be of such size that it changes the nature of the procurement as a service with a total immaterial climate footprint and environmental impact.
Furthermore, at the time of publication, it is not possible to determine where and in what extent the field work and accompanying travel activities will take place. This means that it is not possible to identify relevant and accurate environmental requirements or award criteria. The assignment can involve the use of different transport forms and vehicles depending on geographical conditions and concrete needs, which will only be clarified after the contract has been signed.

Based on this, it is considered unsuitable to set concrete environmental requirements or to weight climate and environmental considerations in the evaluation. Any requirements or obligations at the time of the tender will be verifiable to a small degree, and can lead to a disproportionate risk that tenderers must take on obligations they have no real basis for fulfilling. This may in turn be restrictive to the competition.

The contracting authority has, after an overall assessment, concluded that the procurement has, in its nature, an immaterial climate footprint and environmental impact. The exclusion provisions in the Public Procurement Regulations § 7-9 (5) will therefore be used. The contracting authority is, thus, exempted from the main rule in PPR § 7-9 (2) on weighting climate and environmental considerations with a minimum of 30% in this procurement.

Although the contracting authority considers that there is not an obligation to emphasise climate and environmental considerations by a minimum of 30%, the contracting authority would still like to reduce the climate footprint and environmental impact that travel in the contract work entails.
