Description: Die Baumaßnahme ist ein Vorhaben der Bundesrepublik Deutschland - Bundesfernstraßenverwaltung, das von der DEGES - Deutsche Einheit Fernstraßenplanungs- und -bau GmbH, Zweigstelle Düsseldorf, durchgeführt wird. Das Autobahndreieck (AD) Heumar ist Bestandteil des südöstlichen Kölner Autobahnringes und verbindet die Autobahnen A3, A4 und A59. Die teilweise in den 1930er Jahren hergestellten Bestandsbauwerke sind abgängig. Im Sinne einer ganzheitlichen und langfristigen Optimierung wurde deshalb beschlossen, das gesamte AD Heumar mit den Hauptrichtungsfahrbahnen neu zu ordnen. Projektvorbereitend und projektbegleitend ist eine Umweltbaubegleitung (UBB) einzusetzen. Notwendige Schutz-, Vermeidungs- und Minderungsmaßnahmen zum Schutz von Natur und Landschaft sind im Landschaftspflegerischen Begleitplan und den umweltfachlichen Unterlagen dargestellt. Die UBB stellt zusätzlich zur BOL/BÜ sicher, dass alle Maßnahmen zur Vermeidung, Minderung und Schadensbegrenzung aus der Baurechtserlangung sowie gesetzliche Umweltvorschriften, Normen und Regelwerke eingehalten werden und Umweltschäden vermieden werden. Das AD Heumar befindet sich etwa 5 km östlich der Kölner Innenstadt und verbindet die Autobahnen A3 (Oberhausen-Frankfurt am Main - Passau), A4 (Aachen-Erfurt-Dresden) und A59 (Duisburg-Bonn). Es bildet den südöstlichen Rand des Kölner Autobahnrings und wurde 1941 mit der A3 und der A4 fertiggestellt. Die A59 wurde 1982 angeschlossen. Mit bis zu 220.000 Fahrzeugen pro Tag gehört das AD Heumar zu den Autobahnknotenpunkten mit einer der höchsten Verkehrsstärken in Europa. Die UBB begleitet die Ausführungsplanung und Vergabe sowie die Bauarbeiten hinsichtlich umwelt- und naturschutzfachlicher Aspekte beratend und verfolgt einen präventiven Ansatz. Ziel der Umweltbaubegleitung ist insbesondere • die zulassungs- und umweltrechtskonforme Baudurchführung, • das Vermeiden von Haftungsschäden nach dem Umweltschadensgesetz bei der Baudurchführung, • das Vermeiden von Umweltschäden und der dadurch entstehenden Kosten und Zeitverzögerungen, • das Vermeiden von Störungen im Bauablauf durch rechtzeitiges Hinweisen auf Fristen, Auflagen und geeignete Maßnahmen, • die Beweissicherung und Dokumentation.
