Justification for the duration of the framework agreement: Opdrachtgever wijkt af van de voorgeschreven maximale looptijd van vier jaar, wegens de volgende redenen. Ten eerste hanteert Opdrachtgever voor zowel de Ademluchtapparatuur als de Helmen een afschrijvingstermijn van tien jaar, wat gebruikelijk en mogelijk is in de markt. Daarbij streeft Opdrachtgever naar uniformiteit, zoals toegelicht in hoofdstuk 2.1.3. Een kortere Raamovereenkomst leidt mogelijk tot nieuwe aanbestedingsprocedures en daarmee mogelijk tot verschillende type Ademluchtapparatuur en Helmen. Dit zorgt voor (onnodige) complexiteit in het gebruik, beheer en onderhoud van de Ademluchtapparatuur en Helmen. Verschillende type Ademluchtapparatuur en Helmen leiden tot risico’s in het gebruik op het gebied van uitwisselbaarheid en compatibiliteit en heeft invloed op het onderhoud, veiligheid en productaansprakelijkheid. Opdrachtgever ziet daarom de noodzaak om de Raamovereenkomst gelijk te laten lopen aan de afschrijvingstermijn van tien jaar.
