Description: In het Programma van Wensen (Bijlage 2) zijn, in de vorm van een zestal (6) voor Area Reiniging belangrijke wensen, oftewel subgunningscriteria beschreven. Deze hebben betrekking op de waardering van de mate waarin de aanbieding tegemoetkomt aan de wensen van Area Reiniging. In het Programma van Wensen worden punten toegekend aan stellingen per onderdeel. Met de beantwoording van de afzonderlijke vragen, behorend bij een stelling met Ja of Nee of onder bepaalde voorwaarden, kunt u de hierbij toegekende punten verzamelen. Indien u vragen met Ja beantwoord scoort u het volledige aantal punten. Indien u vragen met Nee beantwoord, nul. Een toelichting op Nee blijft nul punten. Naast de gesloten Ja/Nee-vragen, kent het Programma van Wensen ook open vragen. In deze open vragen wordt gevraagd hoe u aan een en ander concreet vorm en inhoud gaat geven, juist om een indruk te hebben hoe onderscheidend een inschrijver is. Voor de beoordeling van de open antwoorden wordt een meetinstrument gehanteerd dat gebruik maakt van cijfers (zie aanbestedingsleidraad), die door de beoordelingscommissie wordt toegekend. Bij het beoordelen van de Inschrijvingen worden de uitwerkingen van de subgunningscriteria van de Inschrijvers onderling vergeleken.
