Description: GVB heeft voor de uitvoering van zijn taken behoefte aan de levering van standaardsoftware, onderhoud en gerelateerde dienstverlening zoals (Licentie)-adviesdiensten en software asset management diensten. GVB wenst één Raamovereenkomst te sluiten met één leverancier die in staat is deze software, inclusief onderhoud en gerelateerde dienstverlening, te leveren. Main features of the procedure: Voor deze aanbesteding heeft GVB gekozen voor een onderhandelingsprocedure met voorafgaande oproep tot mededinging binnen het regime van de speciale sectoren. De procedure wordt ingericht als een hybride vorm waarbij een selectiefase wordt gecombineerd met een onderhandelingsfase. In de selectiefase worden gegadigden beoordeeld op uitsluitingsgronden, geschiktheidseisen en vooraf bekendgemaakte selectiecriteria. Indien meer dan vijf (5) gegadigden aan de gestelde minimumeisen voldoen dan het vooraf vastgestelde maximum aantal uit te nodigen partijen, vindt rangschikking plaats op basis van de gepubliceerde selectiecriteria. De hoogst gerangschikte gegadigden worden vervolgens uitgenodigd tot deelname aan de inschrijvings- en onderhandelingsfase. De transparantie-, gelijkheids- en proportionaliteitsbeginselen worden geborgd doordat: Gegadigden beschikken vooraf over alle informatie; de selectiecriteria vooraf bekend worden gemaakt; de selectie- en gunningsfase strikt van elkaar worden gescheiden; alle geselecteerde inschrijvers gelijk worden behandeld tijdens de onderhandelingsfase; de gunningscriteria, beoordelingsmethodiek en procedurestappen vooraf worden gepubliceerd.
