Justification for the duration of the framework agreement: Za lastnika in upravljavca sistema obveščanja potnikov je izrednega pomena tehnično/tehnološka poenotenost sistemov, saj omogoča in prinaša občutne prihranke pri njihovem upravljanju in vzdrževanju v predvideni življenjski dobi. Za zagotovitev ustrezne ravni vzdrževanja in posledično za optimizacijo s tem povezanih stroškov je potrebno nemoteno in kontinuirano zagotavljanje rezervnih delov in programskih nadgradenj, ki sledijo spremembam dobavljive strojne in programske opreme, ter podpora izvajalca upravljavcu pri morebitnih zahtevnejših napakah, ki se pojavijo tudi izven garancijske dobe posamezne lokacije. V primeru, da bi naročnik sklenil okvirni sporazum za krajše obdobje, bi moral po izteku okvirnega sporazuma naročati novo opremo, ki z obstoječo nujno ne bi bila združljiva oziroma bi to lahko povzročalo bistveno večje stroške novih naročil, saj bi bilo treba z novimi izvajalci vzpostavljati rešitve, ki bi omogočale enovito delovanje in enovito uporabniško izkušnjo.
