Description of selection criterion: Relevant experience Documentation requirements: List of relevant reference assignments carried out during the last 5 years. A gender neutral preferred shall be provided. The reference person can be contacted and it will be the tenderer ́s responsibility to contact the reference person.

Description of selection criterion: Sufficient capacity to carry out the assignment. Documentation requirements: Documentation containing a description of available personnel, relevant equipment and laboratory capacity.

Criterion: Certificates by quality control institutes
Description of selection criterion: Required accreditation Documentation requirements: Accreditation is required for all the analysis parameters a tender is submitted for in annex 2. Accreditation certificate shall be presented for the analyses. The sewage water shall be analysed for values down to the detection limits stated in table 2.1.1 and 2.1.2 in the pollution regulations §11 Annex 2 (see Part II contract documentation). Documentation shall be enclosed that this can be fulfilled.

Description of selection criterion: Logistics: Transport time maximum 24 hours. Documentation requirements: Logistics/transport of samples to the laboratory are to be described. The transport time shall have a maximum of 24 hours (c.f. part II of the contract documentation).

Criterion: Environmental management measures
Description of selection criterion: An environmental management system that is sufficient to fulfil the contract. Documentation requirements: Tenderers shall give a description of the environmental management system that the tenderer has implemented or plans to use for the execution of the delivery. If the tenderer does not have a third-party certified environmental management system, the tenderer shall describe procedures and measures that are implemented by the environmental management by the execution of the delivery, showing that the tenderer has its own environmental strategy and documented environmental goals.

Description of selection criterion: The tenderer shall substantiate the financial capacity and ability to carry out the contract. Documentation requirements: Documented by: Credit evaluation/rating, not older than 12 months, based on relevant accounting figures. The rating shall be carried out by a certified credit rating institution. Minimum requirement - the tenderer shall be credit worthy (Credit rating A or equivalent).   Submission of a printout from rating from Dun & Bradstreet, Experian or equivalent.  If the tenderer feels that this does not provide a correct picture of the tenderer's financial capacity, this can be accounted for.  The contracting authority can also obtain further documentation and assessments on the company ́s financial situation and use this in the qualification evaluation.

Description of selection criterion: Tenderers shall be legally registered. Documentation requirements: Norwegian companies: Company Registration Certificate Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

Description of selection criterion: Tenderers shall be an accredited laboratory in accordance with NS-EN ISO/IEC 17025. The laboratories used shall be accredited for the relevant analyses. The laboratory shall present documentation that it has been accredited. Documentation requirements: Accreditation documents shall be enclosed with the tender. The laboratory must be accredited for all relevant analyses, ref. pollution regulations §14-12.

Description: The contracting authority has assessed which organisation climate and environment considerations ought to have in this procurement, including whether consideration should be taken care of as the award criterion or through requirements in the requirement specification/contract. The procurement concerns laboratory services where sample taking, analysis methods, requirements for sample handling and requirements on time before the analyses are initiated are largely regulated by the regulations, standards and professional requirements of accredited laboratories. This limits the scope of action to differentiate tenders for climate and environmental solutions without simultaneously risking the requirement for sample quality, analysis quality, transport time and proper execution being affected. The contracting authority has, thus, chosen to use the exemption rule in the supply regulations § 7-9, so that climate and environmental considerations are instead safeguarded through concrete and binding contract requirements. It is considered more suitable and proportionate in this procurement than using climate and environment as the award criteria. The requirement specification therefore requires that a minimum of 30 % fossil free means of transport shall be used for transport from the delivery place to the laboratory. The requirement applies during the entire contract period, and regardless of whether the transport is carried out with the laboratory ́s own courier cars or by an external transport company.
