Justification for the accelerated procedure: Zamawiający, działając na podstawie art. 138 ust. 2 pkt 2 ustawy Prawo zamówień publicznych, wyznacza termin składania ofert wynoszący 15 dni od dnia przekazania ogłoszenia o zamówieniu Urzędowi Publikacji Unii Europejskiej, z uwagi na pilną potrzebę udzielenia zamówienia wynikającą z ograniczonego harmonogramu realizacji projektu MapTur. Przedmiot zamówienia obejmuje pozyskanie danych niezbędnych do realizacji kolejnych, bezpośrednio zależnych etapów projektu, w szczególności ich integracji, walidacji, przetwarzania, analiz oraz budowy i testowania rozwiązania MapTur, wobec czego opóźnienie zawarcia umów skutkowałoby proporcjonalnym skróceniem czasu przeznaczonego na merytoryczne wykorzystanie danych i mogłoby zagrozić terminowej realizacji założonych rezultatów oraz prawidłowemu rozliczeniu projektu. Z uwagi na jednoznacznie i szczegółowo opisany przedmiot zamówienia, elektroniczny sposób udostępnienia dokumentacji i składania ofert oraz brak konieczności wykonywania przez wykonawców czasochłonnych czynności przygotowawczych, skrócenie terminu do 15 dni pozostaje proporcjonalne do istniejącej potrzeby i nie ogranicza wykonawcom możliwości przygotowania prawidłowej oferty.
