Justification for the duration of the framework agreement: Architectendiensten worden vaak ingezet gedurende de volledige levenscyclus van een bouwproject: initiatief-, ontwerp-, vergunning-, aanbestedings-, uitvoerings- en nazorgfase. Grote gebiedsontwikkelingen, zoals de ontwerp/bouw van een onderwijscampus kunnen gemakkelijk 8 tot 10 jaar duren. Continuïteit van de architect gedurende de gehele projectcyclus is noodzakelijk om kwaliteit, ontwerpintegriteit en beheersing van risico's te waarborgen. Daarnaast bouwen architecten gedurende de eerste jaren uitgebreide kennis op van: - het programma van eisen; - stakeholders; - vergunningstrajecten; - technische uitgangspunten; - bestaande gebouwen en terreinen. Een nieuwe aanbesteding na 4 jaar kan leiden tot aanzienlijke overdrachtskosten en verlies van kennis
