Als gevolg hiervan is de drempelwaarde voor overheidsopdrachten voor sociale en andere specifieke diensten van toepassing. Het drempelbedrag is €750.000 excl. btw. De geraamde totale waarde van deze opdracht ligt boven deze drempelwaarde. VRBN heeft op basis van de regelgeving voor een aanbesteding die valt onder het verlichte regime, vormvrijheid met betrekking tot het kiezen van een aanbestedingsprocedure. Hierbij heeft VRBN een afweging gemaakt tussen enerzijds een openbare aanbesteding of anderzijds de dienstverlening meervoudig onderhands uit te vragen. VRBN heeft gekozen voor een meervoudige onderhandse aanbesteding om de volgende redenen: VRBN wil zo efficiënt mogelijk omgaan met de beschikbare oefen- en opleidingstijd. Daarnaast wil VRBN de tijdsbelasting voor haar vrijwilligers en medewerkers beperken. Om dit te bereiken is het noodzakelijk om aan de reistijd naar de oefencentra een maximum te stellen. Hierdoor zijn er slechts een beperkte aantal geschikte marktpartijen in Nederland (en Europa) die in aanmerking komen voor de opdrachten. Voor het verstrekken van de opdracht voor het realistische oefenen, hanteert VRBN daarom de meervoudig onderhandse procedure. Alle partijen die voldoen aan de voor VRBN acceptabele reistijd en waarvan VRBN weet dat zij kunnen voldoen aan de minimale criteria zullen worden uitgenodigd aan de procedure deel te nemen. Via onderhavige publicatie wordt voldaan aan de verplichte aankondiging.
