Justification for the accelerated procedure: Den upphandlande myndigheten har tidigare annonserat upphandlingen avseende snöröjning vid två tillfällen. Vid båda annonseringarna inkom inga anbud. Då snöröjning är en samhällskritisk tjänst som behöver säkerställas inför den kommande vintersäsongen för att garantera framkomlighet, trafiksäkerhet och tillgänglighet, föreligger en objektiv och tidskritisk situation. Om de ordinarie tidsfristerna för ett öppet förfarande skulle tillämpas finns en påtaglig risk att avtal inte hinner tecknas innan behovet av tjänsten uppstår. Det påskyndade förfarandet bedöms vara både nödvändigt och proportionerligt samt inte innebära någon otillbörlig nackdel för marknadens aktörer. Mot bakgrund av det akuta behovet av att säkerställa snöröjningen är det därför nödvändigt och motiverat att tillämpa ett påskyndat förfarande med förkortade tidsfrister, i enlighet med gällande upphandlingslagstiftning.
