Description: Le SIDEC du JURA souhaite faire l'acquisition pour ses besoins et celui des collectivités du Jura, de matériels informatique, logiciels de gestion et de leur maintenance. Afin de mener à bien cette mission le SIDEC met en place un Système d'acquisition dynamique pour les acquérir autorisée par la délibération N°2328 du 5 octobre 2024 et une centrale d'achat, autorisée par délibération N°2347 du 25 janvier 2025. Un Système d'acquisition dynamique (ci-après « SAD » ou « Système »), sans être un marché en tant que tel, est une technique d'achat entièrement dématérialisée qui permet aux opérateurs économiques, admis à participer au SAD, d'être mis en concurrence périodiquement en vue de l'attribution de plusieurs marchés publics appelés marchés spécifiques (MS), assimilables à des accords-cadres à bons de commande. En d'autres termes, tout au long de la durée de validité du SAD, tout opérateur peut candidater pour y être admis. Une fois admis, l'opérateur est informé directement des marchés spécifiques à venir et peut y soumissionner sans avoir à transmettre à nouveau toute une série de documents justificatifs. Le SAD est divisé en plusieurs catégories selon le type de produit. Il est possible d'être admis dans une ou plusieurs catégories. Par suite, tout opérateur admis dans une catégorie donnée est invité, s'il le souhaite, à soumissionner à chaque marché spécifique correspondant. Les marchés spécifiques sont quant à eux divisés en lots, un par produit. Chaque opérateur est libre de présenter une offre pour un ou plusieurs lots. Chaque marché en découlant sera de type marchés à bons de commande, avec un maximum pour chaque marché
