Title: Ilmanpuhdistuslaitteiden vuokraus ja hankinta
Description: Vantaan kaupunki pyytää tarjouksia ilmanpuhdistimien vuokraamisesta ja hankinnasta. Hankinnan kohteena ovat vuokrattavat ja ostettavat sisäilmanpuhdistuslaitteet julkisiin tiloihin, kuten koulu- ja päiväkotitiloihin, toimistoihin, arkistoihin, auditorioihin jne. Tilaajat hankkivat pääosin vuokrattavia laitteita, ja vähäisissä määrin laitteita tullaan ostamaan omaksi. Ilmanpuhdistimilla haetaan väliaikaista ratkaisua sisäilmaongelmien hallintaan käyttöä turvaavana toimenpiteenä. Ilmanpuhdistimien tulee olla tarkoitettu tähän käyttötarkoitukseen. Hankinnan kohde on kuvattu tarkemmin tarjouspyynnön liitteellä 2 Palvelukuvaus. Kilpailutus suoritetaan avoimella menettelyllä, jonka perusteella jokaiseen osa-alueeseen puitetoimittajiksi valitaan kolme (3) vertailussa eniten pisteitä saanutta tarjoajaa etusijajärjestyksessä. Hankinta kilpailutetaan yhteishankintana niin, että Vantaan kaupunki julkaisee tarjouspyynnön. Kilpailutuksen perusteella tehdään samansisältöiset, sopimusluonnoksen (liite 1) mukaiset sopimukset Vantaan kaupungille, Kauniaisten kaupungille ja Vantaan ja Keravan hyvinvointialueelle. Hankintayksiköt tekevät myös oman päätöksensä. Vantaan kaupungille tehtävien sopimusten perusteella hankintoja voivat tehdä Vantaan kaupungin kaikki toimialat sekä Vantaan Tilapalvelut Vantti Oy, VTK Kiinteistöt Oy- konserni, VAV Yhtymä Oy, VAV Asunnot Oy, VAV Palvelukodit Oy, VAV Hoiva-asunnot Oy, Hakopolun Liikekiinteistö Oy, Kiinteistö Oy Hakucenter, Kiinteistö Oy Vantaan Maakotkantie 10, Pallastunturintien Liikekiinteistö Oy ja Asunto Oy Vantaan Katriinanrinne. Sopimustoimittaja voi tarjota samoin ehdoin tuotteitaan ja palvelujaan Vantaan kaupungin seuraaville konsernitoimijoille: Vivamus Kiinteistöt Oy ja Kiinteistö Oy Vantaan Sote-tilat. Sopimuskausi on kaksi (2) vuotta, jonka jälkeen sopimusta voidaan jatkaa kahdella (2) yhden (1) vuoden optiolla (1+1). Hankintayksikkö ei sitoudu tarjouspyyntöasiakirjoissa ilmoitettuihin euromääräisiin arvoihin tai tiettyihin arvioituihin hankintamääriin sopimuskaudella.

Main features of the procedure: Kilpailutuksen perusteella muodostetaan puitejärjestely ilmanpuhdistimien vuokraamisesta ja hankinnasta kokonaispalveluna. Puitejärjestelyn kuhunkin osa-alueeseen valitaan kolme (3) kokonaistaloudellisesti edullisinta toimittajaa. Puitejärjestelyssä kuhunkin osa-alueeseen kokonaistaloudellisesti edullisimman tarjouksen jättänyt tarjoaja on etusijajärjestyksessä ensimmäinen ja toiseksi edullisin tarjoaja on etusijajärjestyksessä toisena ja niin edelleen. Tilaaja voi poiketa etusijajärjestyksestä, mikäli jokin seuraavista ehdoista täyttyy 1) Laite ei toimi teknisesti oikein sille kartoitetussa asennuspaikassa tai laitteelle varattu asennuspaikka estää laitteen toimimisen oikein. 2) Äänitaso on tarpeisiin nähden liian korkea ja sitä ei saa säädettyä ilman, että puhtaanilmantuotto kärsii 3) Laitteen asennustapa ei sovellu tilaajan tarpeisiin 4) Laitteen muoto tai ulkoiset ominaisuudet eivät sovellu tilaajan käyttökohteeseen 5) Laite ei sovellu kohteeseen hygieniasyistä, eli se on esimerkiksi vaikea pitää puhtaana. 6) Jos laitekanta kiinteistössä on saman valmistajan ilmanpuhdistimia, voidaan etusijajärjestyksestä poiketa riippumatta osa-alueista suurimman puhdistustehon omaavien laitteiden mukaan. 7) Kiinteistössä tehtyjen mittaustulosten perusteella jokin muu puitejärjestelyyn kuuluva ilmanpuhdistuslaite soveltuu kyseiseen käyttöympäristöön paremmin ja tuottaa puhtaampaa ilmaa. 8) Laitteen tulee olla ajastettavissa, jotta se toimii käyttökohteessa Omaksi ostettavat laitteet minikilpailutetaan puitejärjestelyn osallistujien kesken. Minikilpailutuksessa voidaan käyttää valintaperusteina teknisiä ominaisuuksia, hintaa, toimitusaikaa ja erikoisominaisuuksia. Omaksi ostettavien laitteiden tulee olla uusia. Tilaaja varaa oikeuden tilata parhaaksi katsomaltaan puitejärjestelyn toimittajalta kilpailutuksen ulkopuolisia tuotteita tai palveluita. Mikäli tarvittavia tuotteita tai palveluita ei löydy puitesopimustoimittajilta, tilaaja tilaa puitejärjestelyn ulkopuolelta.
