Description: Bids must be submitted in paper format, given the difficulties encountered by local (American) economic operators in using the digital public procurement platform employed at overseas posts. The overseas post’s insurance broker has highlighted the risk that certain key local economic operators might not participate in the tender if—as in previous instances—they are required to use the aforementioned platform. This could result in the tender attracting no bids or, at the very least, severely undermining competition in a sensitive sector such as staff health insurance.
