De oplossing wordt binnen de VRU gebruikt voor het centraal en lokaal beheren, plannen en publiceren van content op narrowcastingschermen op verschillende locaties (brandweerposten). Gebruikers moeten zonder uitgebreide technische kennis zelfstandig met de oplossing kunnen werken. Justification for the duration of the framework agreement: Voor deze aanbesteding wordt afgeweken van de maximale looptijd van een Raamovereenkomst van 4 jaar. Deze looptijd is gerechtvaardigd doordat de binnen de overeenkomst te leveren narrowcastinghardware een economische levensduur van circa vijf jaar kent. Gedurende deze periode kan de hardware doelmatig worden geëxploiteerd en onderhouden. Een looptijd van vijf jaar waarborgt daarmee een efficiënte inzet van publieke middelen, continuïteit van dienstverlening en een optimale verhouding tussen investeringskosten en gebruiksduur. De gekozen looptijd staat in redelijke verhouding tot het voorwerp van de opdracht en beperkt de mededinging niet verder dan noodzakelijk.
