Justification for the duration of the framework agreement: Approuved by CEP - Opinion 04/26 A duration of 5 years for the AV FWC (as with the current FWC) is proposed as an exception to the 4-year limit set by the Financial Regulation, based on the following considerations: • Improved return on investment for the contractor: Extending the contract to 5 years allows a potential contractor to recoup their initial investment in hiring new staff and building capacity, particularly if they lack sufficient resources in Brussels/Luxembourg. This longer duration could also foster greater competition in the procedure and potentially lead to a more competitive pricing. • Improved return on investment for the GSC: A 5-year duration provides a more effective return on the time and resources invested in the procurement process and the training of external staff, ensuring they become fully operational and add maximum value to the GSC. • Alignment with EU practices: The 5-year duration aligns with the approach already adopted by the European Commission and the European Parliament for similar contracts.
