Justification for the duration of the framework agreement: De gemeente staat voor een meerjarige en gefaseerde vervangingsopgave. Een langere looptijd dan vier jaar is passend vanwege de gewenste continuïteit in dienstverlening, de terugkerende minicompetities en de behoefte om gedurende meerdere vervangingscycli met een vaste contractuele basis te werken. De marktwerking blijft tijdens de looptijd behouden doordat voor iedere concrete aanschaf opnieuw concurrentie plaatsvindt tussen de raamcontractanten binnen het betreffende perceel.
