Justification for the duration of the framework agreement: Het is voor de VRR van groot belang dat de komende jaren met dezelfde materialen gewerkt kan worden. Dit vergroot de inzetbaarheid van voertuigen en medewerkers, biedt flexibiliteit en uiteindelijk draagt het ook bij aan de veiligheid van onze medewerkers. Daarnaast worden veel bepakkingsmaterialen ingebouwd en soms ook op maat gemaakt in onze voertuigen. Een verandering van leverancier vergroot het risico op een niet efficiënt ingerichte bepakking waardoor uiteindelijk niet alle bepakkingsmaterialen ingebouwd kunnen worden. Mede door bovenstaande motivatie acht de VRR het proportioneel om een maximale looptijd van 10 jaar te hanteren.
