Description: The procurement includes the replacement of existing mechanical locks, as well as delivery, installation, commissioning of a new and complete electronic locking system, including lock cylinders, digital keys and the accompanying access control administration system. A framework agreement shall be signed with one tenderer for a period of two years, with an option for an extension for 1+1 year, so that the maximum total contract period is four years. Product The estimated need for the entire framework agreement period is 600-800 lock cylinders and 15-20 keys. The key system can either be based on physical keys or digital access via the app, depending on the offered system. The contracting authority plans to make a first call-off immediately after the contract has been signed. This call-off is expected to include replacement at approx. 200 installations, equivalent to approx. 400 locks. The stated volume is an estimate, and the contracting authority reserves the right to increase or reduce the volume within the contract ́s limits if budgetary conditions, capacity or progress require this. Services Installation of cylinders is included in the contract. The service contract is not included in the contract. Description: It is considered in this procurement that a clearly better environmental effect is achieved by setting climate and environmental requirements for transport as requirements in the requirement specifications with reference to the contract than as the award criteria. In the area of transport, the climate and environmental impact can be significantly reduced through requirements. In this procurement there are contract requirements for the use of zero emission or biogas vehicles that, to a greater degree than the award criteria, will ensure a reduction of greenhouse gas emissions from transport in the contract period. The requirement is considered to a greater degree to ensure that the desired environmental effect is achieved, as the requirements are obligatory as opposed to the award criteria. Furthermore, it is considered that the use of climate and environmental requirements as the award criteria is not a guarantee that the tender with the best environmental gains will win. The market for zero emission or biogas vehicles is considered mature and a real price competition could be possible. In a mature market it is not appropriate to use climate and environmental requirements as award criteria to separate tenderers, as all tenderers are likely to fulfil the award criteria and will receive the same points score. The effect of setting award criteria on emission free vehicles in this situation is assessed as minimal, and disproportionately as regards the contracting authority ́s work with weighting and evaluation. By placing requirements in the contract, the tenderer is guaranteed a commitment to contribute to the use of emission-free vehicles throughout the entire contract period. The use of the requirements also signals to the market that Oslo municipality continues to have strict climate and environmental requirements for transport and therefore contributes to predictability for the supplier market as regards investment costs. Tenderers shall report data on fulfilment of the requirement so that the environmental effect of the requirement can be efficiently checked and ensured. In addition there shall be a minimum requirement for the lifetime of goods, including cylinders and keys.
