Description of selection criterion: Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, one in relation to the contract value, can be emphasised. Documentation requirements: The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers may, in addition, be asked to submit auditor confirmed annual accounts, alternatively state StartBANK ID.

Criterion: Average yearly manpower
Description of selection criterion: Tenderers shall have sufficient implementation ability (capacity) and suitable manpower to carry out assignments under the contract. Tenderers shall document manpower and competence within work connected to the door environment. Documentation requirements: An overview shall be given of the tenderer's workforce. The overview shall highlight the number of skilled workers and unskilled within the discipline categories included in the contract. If the tenderer does not have the manpower, the tenderer must join up with sub-suppliers who, if so, must submit commitment statements and ESPD.

Description: This procurement is for a framework agreement for the delivery, installation, service and repairs of locks, fittings and door automation in Stavanger and the surrounding area. The most important climate footprint and environmental impacts in this procurement are: Climate gas emissions in connection with transport to and from properties and the environmental impact connected to the procurement of materials and products. Concrete environmental requirements are set to reduce the procurement ́s total climate footprint and environmental impact. It has been estimated that these requirements will give a better climate and environmental effect than the use of climate and environment as the award criterion. In order to reduce the climate impact from materials and products, the most common of these are purchased as a part of a framework agreement for work with locks, door and gate environments. There are requirements for third party verified environmental labelling for these. In order to reduce climate footprint from transport in connection with the work in properties, emission free vehicles are required. The requirements are set at a level where it is considered that there is little probability that the market will deliver products and services that together can document a clearly better climate and environmental effect in a competition. Based on this, the terms for utilising the provision in the Norwegian Public Procurement Regulations § 5 b second paragraph of the third period are being assessed as fulfilled. Statsbygg is therefore exempted from the obligation to weight climate and the environment with a minimum of 30 percent or prioritise this among the three highest weighted award criteria.
