Du fait de l’infructuosité de l’appel d’offre initial, il ressort de l’actuelle procédure diligentée un caractère imprévu d’urgence. En effet, eu égard à la nécessité impérieuse de fournir les transpalettes aux 7 ports de Cornouaille pour assurer les besoins de l’exploitation, le pouvoir adjudicateur est contraint de ramener le délai de publicité à 15 jours, en lien notamment avec le délai de mise en service des transpalettes fixé à 2.5 mois.
