Description: De voor een inschrijver vast te stellen kwaliteitswaarde voor het criterium CO2-Prestatieladder wordt berekend aan de hand van het door inschrijver op het inschrijvingsformulier aangegeven CO2-ambitieniveau. In onderstaande tabel staat per ambitieniveau (trede) het bijbehorende fictieve kortingspercentage aangegeven. De kwaliteitswaarde is het bedrag dat fictief in mindering wordt gebracht op de inschrijfsom en wordt berekend door het fictieve kortingspercentage te vermenigvuldigen met de inschrijfsom. Hoe hoger het aangeboden CO2-ambitieniveau van de inschrijver is, hoe hoger de kwaliteitswaarde (fictieve vermindering van de inschrijfsom). Name: Duurzaamheid: Materiaalgebruik (MKI)
Description: Voor de aanleg en het beheer van infrastructuur zijn grote hoeveelheden grondstoffen en materialen nodig. De winning, de productie, het transport, de aanleg en het gebruik ervan gaat gepaard met negatieve milieueffecten. Door duurzaam materiaalgebruik in de aanbesteding als BPKV-criterium te hanteren, wil ProRail duurzame ontwikkeling in de toeleveringsketen stimuleren en de nadelige effecten zo veel mogelijk beperken. De mate waarin negatieve milieueffecten van materiaal- en grondstofgebruik optreden wordt uitgedrukt als de Milieu Kosten Indicator (MKI). Hierbij wordt gekeken naar een groot aantal milieueffecten, waaronder: uitputting van grondstoffen, broeikaseffect, humane toxiciteit, vermesting, verzuring, aantasting ozonlaag en ecotoxiciteit. Hoe lager de MKI, des te lager de milieubelasting. ProRail heeft voor het referentieontwerp een MKI-waarde bepaald, de zogenaamde referentie MKI. Daarnaast is door ProRail een MKI-streefwaarde bepaald, dit is de MKI-waarde waarmee maximaal gunningsvoordeel behaald kan worden. De Inschrijver krijgt een fictieve korting op het inschrijfbedrag wanneer de door inschrijver ingediende MKI lager is dan de referentie MKI. De fictieve korting wordt berekend aan de hand van een lineaire verdeling tussen de MKI-referentiewaarde en de MKI-streefwaarde.

Name: Duurzaamheid: Emissieloos materieel
Description: ProRail heeft tot doel om de emissies van o.a. CO2, stikstof en fijnstof bij de uitvoering van projecten te minimaliseren. Om dit te kunnen bereiken is besloten om het gunningscriterium Emissieloos Materieel in te zetten. Uitgangspunt van dit criterium is het percentage emissieloos materieel (% ZE), wat gebaseerd is op het aandeel emissieloos materieel ten opzichte van de totale inzet van materieel op de bouwplaats. De inschrijver krijgt fictieve korting op het inschrijfbedrag naar rato van het % ZE waarmee wordt ingeschreven. Het % ZE waarmee wordt ingeschreven wordt na gunning een contracteis. Na gunning dient het project te worden gerealiseerd met het aangeboden % ZE of hoger.
