Liikennemäärätieto DPS mahdollistaa tilaajalle pitkäaikaisen ja jatkuvasti kehittyvän järjestelmän, josta se voi joustavasti hankkia kulloiseenkin tarpeeseensa markkinoiden uusimpaan teknologiaan perustuvia tietopalveluja. Toimittajien kannalta DPS mahdollistaa uusimpien innovaatioiden tarjoamisen sekä toimittajajoukon laajentamisen järjestelmän voimassaolon aikana. Varsinaiset tietopalveluhankinnat tilaaja toteuttaa dynaamisen hankintajärjestelmän sisällä erillisinä kilpailutuksina. Hankintayksikkö voi tilata dynaamisen hankintajärjestelmän kohteena olevia palveluita vähäisessä määrin myös konsernin muiden yritysten tarpeisiin. Tällaisia yrityksiä ovat Liikenteenohjausyhtiö Fintraffic Oy (emoyhtiö), Fintraffic Lennonvarmistus Oy, Fintraffic Meriliikenteenohjaus Oy ja Fintraffic Raide Oy.

Main features of the procedure: Dynaaminen hankintajärjestelmä (DPS) on kaksivaiheinen. Ensimmäisessä vaiheessa toimittajat hakeutuvat hankintajärjestelmään jättämällä osallistumishakemuksen. Dynaamiseen hankintajärjestelmään hyväksytään kaikki soveltuvuusvaatimukset täyttävät ehdokkaat. Kaikki perustamisvaiheessa määräaikaan mennessä jätetyt osallistumishakemukset käsitellään ennen ensimmäisiä DPS:n sisäisiä kilpailutuksia. Toisessa vaiheessa hankintayksikkö tekee hankintoja perustettavan dynaamisen hankintajärjestelmän sisäisinä kilpailutuksina. Sisäisten kilpailutusten osalta ks. tarkemmin pääsopimusmalli (liite B) ja sisäisen kilpailutuksen prosessikuvaus (liite 3). Hankintayksikkö voi käyttää sisäisissä kilpailutuksissa myös sähköistä huutokauppaa. Järjestelmän sisällä tehtävien hankintojen kokonaistaloudellisen edullisuuden perusteet määritellään tarkemmin hankintakohtaisissa tarjouspyynnöissä. Dynaamiseen hankintajärjestelmään hyväksyminen ei sido ehdokasta osallistumaan DPS:n sisäisiin kilpailutuksiin. Ehdokas voi valita, mihin järjestelmän sisällä järjestettäviin kilpailutuksiin se osallistuu. Dynaamiseen hankintajärjestelmään (DPS) voi jättää osallistumishakemuksia koko sen keston ajan joko yhteen tai useampaan osa-alueeseen kerrallaan.
