De opdracht is niet opgedeeld in percelen, omdat het integratieplatform en de bijbehorende dienstverlening en aanvullende opdrachten een sterk samenhangend geheel vormen. Ontwikkeling, beheer en doorontwikkeling zijn nauw met elkaar verweven en kennen onderlinge afhankelijkheden. Opsplitsing zou leiden tot extra afstemming, verhoogde complexiteit en versnippering van verantwoordelijkheden, met risico’s voor de continuïteit en prestaties van het platform. Om eenduidige regie en integrale verantwoordelijkheid te waarborgen, wordt het niet proportioneel geacht de opdracht in percelen op te delen.
