Justification for the duration of the framework agreement: De Raamovereenkomst heeft een initiële looptijd van twee jaar. Het CBR heeft de mogelijkheid om de Raamovereenkomst onder dezelfde condities drie keer te verlengen met maximaal twaalf maanden per keer. De totale looptijd kan derhalve vijf jaar bevatten. Het CBR acht een maximale looptijd van vijf jaar proportioneel en passend gelet op de aard van de Dienstverlening. De Opdrachtnemer dient gedurende de looptijd van de Raamovereenkomst kennis op te bouwen van de organisatie, de verschillende functiegroepen en de personeelsbehoefte van het CBR. Daarnaast wordt van de Opdrachtnemer verwacht dat deze actief meedenkt over ontwikkelingen op de arbeidsmarkt en een bijdrage levert aan de continuïteit en kwaliteit van de Dienstverlening. Een langere looptijd biedt ruimte voor een duurzame samenwerking en stelt zowel het CBR als de Opdrachtnemer in staat om de Dienstverlening verder te optimaliseren. Tevens wordt voorkomen dat vaker dan noodzakelijk een nieuwe aanbestedingsprocedure moet worden doorlopen, hetgeen leidt tot extra aanbestedings- en implementatie-inspanningen voor zowel het CBR als de markt. De maximale looptijd van vijf jaar sluit daarnaast aan bij contractduren die gebruikelijk zijn binnen de markt voor arbeidsbemiddeling en flexibele arbeid. Door de jaarlijkse verlengingsopties behoudt het CBR voldoende flexibiliteit om de prestaties van de Opdrachtnemer periodiek te evalueren en te beoordelen of voortzetting van de Raamovereenkomst wenselijk is. Gelet op het voorgaande wordt een maximale looptijd van vijf jaar voor deze Raamovereenkomst gerechtvaardigd geacht.
