Main features of the procedure: Om flexibel in te kunnen spelen op de beschikbaarheid in de markt en tegelijkertijd ruimte te bieden aan een brede groep leveranciers, kiest de gemeente voor het inrichten van een dynamisch aankoopsysteem (DAS). Binnen dit systeem kunnen leveranciers zich gedurende de looptijd aanmelden, waarna per concrete uitvraag een selectie kan worden gemaakt van leveranciers die op dat moment de gevraagde bomen, planten en heesters kunnen leveren. Hierdoor kan de gemeente per opdracht inspelen op beschikbaarheid, kwaliteit en prijs in de markt. Voor de selectie van de nadere opdrachten zal er gebruik worden gemaakt van groslijsten. Groslijsten zijn lijsten met geschikte, bewezen en gekwalificeerde leveranciers per werkveld.
