Justification for the duration of the framework agreement: 1. Complexiteit en continuïteit o Bij RAW-raamovereenkomsten gaat het vaak om omvangrijke, complexe of langlopende onderhouds- en uitvoeringswerken. o Een langere looptijd waarborgt continuïteit in de uitvoering, voorkomt versnippering van werkzaamheden en zorgt dat de opdrachtnemer voldoende tijd heeft om de gewenste kwaliteit te realiseren. 2. Efficiëntie en kostenbesparing o Het herhaaldelijk aanbesteden na een korte looptijd leidt tot hoge transactiekosten, zowel bij opdrachtgever als opdrachtnemers. o Een langere overeenkomst maakt het mogelijk om schaalvoordelen te behalen en investeringen (materieel, personeel, innovaties) over een langere periode terug te verdienen, wat leidt tot lagere prijzen en minder risico-opslagen. 3. Investeringszekerheid en innovatie o Bij een langere looptijd durven marktpartijen te investeren in duurzame technieken, innovatieve werkmethoden en samenwerkingsvormen, omdat zij weten dat er voldoende tijd is om deze terug te verdienen. o Dit bevordert professionalisering, verduurzaming en kwaliteit van de markt. 4. Relatie en samenwerking o Een raamovereenkomst die langer doorloopt geeft ruimte voor het opbouwen van een stabiele samenwerking tussen opdrachtgever en opdrachtnemer. o Dit draagt bij aan betere afstemming, minder faalkosten en meer ruimte voor gezamenlijke verbeteringen gedurende de looptijd. 5. Marktwerking en proportionaliteit o Een langere looptijd kan proportioneel zijn wanneer de aard van de opdracht dit vereist (bijv. meerjarig onderhoud of gebiedsgebonden werken). o De aanbestedingsregels staan een langere looptijd toe mits dit goed wordt gemotiveerd.
