Title: Modulair aanbod - Leermanagementsysteem voor klantportaal inburgering in het buitenland
Description: Dit document beschrijft de vereisten voor de selectie en inrichting van het LMS, dat tweedelig is. De vaste scope van deze opdracht is de inrichting van een LMS voor het voortraject en de zelfstudie binnen het reguliere traject (basisopdracht). Daarbij wordt dus het huidige systeem behouden voor de reguliere werking, en zijn er dus 2 systemen simultaan in gebruik voor de opleidingen MO: het LMS voor het (digitale) voortraject, en het huidige systeem voor de reguliere werking. Een latere, facultatief afroepbare uitbreiding naar de reguliere (klasgestuurde) werking van het MO-traject (facultatief afroepbare uitbreiding) wordt ook mee in rekening genomen. Dat houdt dus in dat er reeds in deze fase rekening dient gehouden worden met de vereisten van deze fase, aangezien hetzelfde LMS dat initieel voor het voortraject geselecteerd wordt dan ook zal moeten ingericht worden voor de reguliere werking. Het LMS dat nu geselecteerd wordt, moet daarom aantoonbaar in staat zijn om deze uitbreiding later te dragen, zodat binnen eenzelfde gunning uitgebreid kan worden naar de reguliere werking (facultatief afroepbare uitbreiding), indien dat gewenst is door de agentschappen. Dit document bestaat uit drie delen; - Deel 1 bundelt de functionele vereisten: wat het platform moet kunnen doen. - Deel 2 bundelt de niet-functionele vereisten: de kwaliteitseisen en randvoorwaarden waaraan het platform moet voldoen, met inbegrip van informatieveiligheid en de aansluiting bij de ar-chitectuurprincipes. - Deel 3 bundelt de aanvullende vereisten voor de facultatief afroepbare uitbreiding. De identificatiecodes (A.1, B.2, …) laten toe om vereisten eenduidig te benoemen doorheen dit bestek, de offerte van de inschrijver en de latere opvolging van het contract.

Description of selection criterion: De kandidaat bewijst draagkracht door uit de drie jaarrekeningen/resultatenrekeningen informatie te verstrekken die de afgelopen drie boekjaren (2025, 2024, 2023 of 2022) zijn neergelegd (indien geen drie jaarrekeningen beschikbaar, worden de laatst beschikbare in overweging genomen). De minimale omzet bedraagt 1.200.000 euro. Deze omzet is gerelateerd met het voorwerp van deze opdracht. Het dient de door het bevoegde orgaan goedgekeurde jaarrekeningen te betreffen. Wanneer het boekjaar van de kandidaat samenvalt met het kalenderjaar, gaat het om de boekjaren 2025, 2024 en 2023. Minimumeisen: Bewijs van omzet uit de resultatenrekening code 70 te vermelden van de afgelopen drie boekjaren (2025, 2024, 2023 of 2022) die zijn neergelegd. Een attest van geldige verzekering tegen beroepsrisico’s.

Description of selection criterion: De inschrijver toont aan dat hij beschikt over relevante ervaring in het ontwikkelen en implementeren van gelijkaardige oplossingen. Hiertoe dient de inschrijver minimaal 2 gelijkaardige realisaties van de afgelopen 3 jaar voor te leggen. Minimumeisen: Voor elke realisatie bezorgt de inschrijver: - een korte beschrijving van het project; de opdrachtgever (indien vertrouwelijkheid dit toelaat); - de uitvoeringsperiode; - een URL naar een online demo, testomgeving, videodemonstratie of digitaal portfolio waaruit de gerealiseerde functionaliteiten blijken. Justification for the duration of the framework agreement: Motivering conform art. 57 Wet Overheidsopdrachten De totale looptijd van deze overheidsopdracht is vastgesteld op 4 jaar en 10 maanden (58 maanden). De aanbestedende overheid wijkt hiermee gemotiveerd af van de indicatieve wettelijke maximumtermijn van 4 jaar, omwille van de volgende objectieve en projecttechnische redenen: • Technische complexiteit en implementatiefase: De opdracht omvat opeenvolgende fasen van opstart, ontwikkeling, tot implementatie, inclusief testing (zowel UAT als technisch). Deze initiële transitiefase neemt naar schatting 10 maanden in beslag. Een totale looptijd van 58 maanden is noodzakelijk om na de livegang een stabiele, operationele exploitatiefase van minstens 4 jaar te garanderen. • Economische afschrijving: De substantiële initiële investeringen en softwareontwikkeling door de opdrachtnemer kunnen binnen een kortere termijn dan de voorziene exploitatieperiode niet op een economisch verantwoorde wijze worden afgeschreven. Een kortere looptijd zou leiden tot een kunstmatige verhoging van de periodieke operationele kosten.
