Description of selection criterion: 1)Economic and financial capacity Criterion 1: average annual turnover •The candidate’s or tenderer’s average annual turnover of the last 3 financial years for which the accounts have been closed must be not less than 13.300.000,00 TL (Thirteen Million Three Hundred Thousand Turkish Liras) Criterion 2: assets/liabilities ratio Current ratio (current assets/current liabilities) in the last year for which accounts have been closed must be at least 1. In case of a consortium this criterion must be fulfilled by each member of the consortium.] 2)Professional capacity •Criterion 1: the candidate or tenderer has, during the current year and the previous two years, on average, at least: 1 (one) personnel directly employed or otherwise legally contracted on a permanent or non-permanent basis in areas of specialist knowledge related to this contract. •Criterion 2: the candidate or tenderer is not subject to professional conflicting interests which may negatively affect contract performance. The presence of professional conflicting interests shall be examined on the basis of the statements made through the Declarations on Honour and, where applicable, the statements and other documents submitted. •Criterion 3: The tenderer shall hold the valid licences and authorisations required under the petroleum market legislation in force in Türkiye in order to supply and sell the fuel products covered by the contract. In this respect, the tenderer shall meet either of the following requirements: a) Where the tenderer is a licensed fuel distributor: The tenderer shall submit a valid Distributor Licence issued by the Energy Market Regulatory Authority (EMRA/EPDK), demonstrating that the tenderer is authorised to carry out fuel distribution activities. or b) Where the tenderer is an authorised dealer of a licensed fuel distributor: The tenderer shall submit a valid Fuel Station Dealer Licence issued by the Energy Market Regulatory Authority (EMRA/EPDK), together with a valid dealership agreement and/or dealership authorisation document issued by the relevant licensed fuel distributor, confirming that the tenderer is an authorised dealer of that distributor. All licences and authorisation documents submitted shall be valid on the deadline for submission of tenders and shall remain valid throughout the performance of the contract. 3) Technical capacity Criterion: •The candidate or tenderer has completed services under at least: 1 contracts implemented at any moment during the last four years before submission deadline. •For each contract, the value of the supplies completed must not be less than 2.670.000,00 TL. •The completed supplies are in the domain of (Contracts for the supply of fuel products, including gasoline and diesel, shall be considered as similar contracts for the purpose of demonstrating relevant experience. Such experience may be evidenced by contracts, invoices, stamp tax documents and/or other relevant supporting documents.)
