Description: Deze aanbestedingsprocedure heeft betrekking op de Europese Openbare aanbesteding Uitzend- en Payrollkrachten voor alle locaties van Stichting NHL Stenden Hogeschool, mede namens NHL Stenden Hospitality Group B.V. Het doel is middels een aanbesteding te komen tot een (raam)overeenkomst met één (1) Inschrijver voor de komende 24 maanden, met een verlengingsoptie van viermaal 12 maanden (48 maanden), in totaal inclusief de initiële vaste looptijd maximaal 72 maanden. De af te sluiten overeenkomst heeft als verwachte ingangsdatum 1 juli 2025. NHL Stenden heeft de behoefte om Uitzend- en Payrollkrachten op uitzendbasis in te zetten op (onderwijs)ondersteunende functies wegens piek, (langdurig) ziek, zwangerschapsverlof of specifieke werkzaamheden waarin zij voorzien wil worden. Daarnaast bestaat de wens om gebruik te kunnen maken van payroll voor de tijdelijke inzet op onderwijsondersteunende en onderwijsgevende functies of als alternatief voor de inhuur van een ZZP’ers. Omvang van de opdracht NHL Stenden verwacht de komende jaren een aanzienlijk lager instroom van personeel. Door de krimp van het aantal studenten en bezuinigingen vanuit Den Haag verwachten we de komende jaren aanzienlijk minder personeelsleden te hoeven werven en dus ook minder uitzend- en payrollkrachten in te zetten. Toch kan de afname van studenten en bezuinigingen de vraag naar uitzendkrachten en payrollkrachten doen toenemen. Dit komt doordat tijdelijke medewerkers elders gaan werken, maar hun inzet nog steeds nodig is. Daarnaast kan er minder gebruik worden gemaakt van ZZP’ers, of kan er door pieken of ziekte tijdelijk behoefte zijn aan extra inhuur.
