Justification for the accelerated procedure: La tramitación urgente del expediente se justifica de conformidad con el artículo 119 de la Ley 9/2017, de Contratos del Sector Público (LCSP), al concurrir razones deinterés público derivadas de la necesidad de garantizar las condiciones adecuadas de habitabilidad, salud y confort térmico en los cinco colegios municipales afectados. Existe una necesidad inaplazable de acelerar la adjudicación dado que el contrato se financia mediante un remanente presupuestario cuya ejecución material y liquidación están sujetas de forma improrrogable a un plazo determinado. La utilización de los plazos de la tramitación ordinaria pondría en grave riesgo la completa ejecución e instalación de las infraestructuras, lo que comportaría la pérdida de los fondos asignados y un perjuicio económico directo para la Hacienda Municipal. Por todo ello, la reducción de plazos resulta imprescindible para asegurar la continuidad de los fondos y la consecución del interés público tutelado.
