Justification for the duration of the framework agreement: De aanbestedende dienst acht een looptijd langer dan vier jaar in dit geval proportioneel en gerechtvaardigd. Dit hangt samen met de aard en omvang van de opdracht, waarbij sprake is van integrale bouwkundige en installatietechnische adviesdiensten in het kader van nieuwbouw en verbouw. De opdrachtnemer wordt geacht te investeren in het ontwikkelen en implementeren van standaard programma’s van eisen, werkwijzen en formats waarin duurzaamheids- en circulariteitseisen standaard zijn opgenomen, alsmede in het opbouwen van specifieke kennis van de vastgoedportefeuille van de VRR, inclusief inzicht in de verduurzamingsopgave en energieprestatie van die portefeuille. Daarnaast vereist de samenhang tussen projecten en meerjarige onderhouds- en investeringscycli een zekere mate van continuïteit in de dienstverlening.[
