Przedmiotem zamówienia są dostawy, w tym na zasadzie sprzedaży depozytowej, sprzętu medycznego do zabiegów wewnątrznaczyniowych wraz z dzierżawą urządzenia do badań IVUS z podziałem na 20 części wyszczególnione poniżej: 1. Igły i zestawy do nakłucia tętnic, prowadniki i cewniki diagnostyczne, inflatory, systemy do trombolizy i usuwania ciał obcych, prowadnik, stenty, koszulki prowadzące 2. Zestaw do embolizacji 1 3. Justification for the accelerated procedure: Działając na podstawie art. 138 ust. 2 pkt 2 ustawy z dnia 11 września 2019 r. – Prawo zamówień publicznych (Dz.U. z 2026 r. poz. 793), Zamawiający wskazuje, iż w przedmiotowym postępowaniu zachodzi pilna potrzeba udzielenia zamówienia, uzasadniająca skrócenie terminu składania ofert. Przedmiotem zamówienia są dostawy, w tym na zasadzie sprzedaży depozytowej, sprzętu medycznego niezbędnego do wykonywania zabiegów wewnątrznaczyniowych wraz z dzierżawą urządzenia do badań IVUS. Obowiązujące umowy na dostawy ww. asortymentu obowiązują do dnia 18 listopada 2026 r., co generuje konieczność przeprowadzenia nowego postępowania i zawarcia umów zapewniających ciągłość dostaw przed upływem tego terminu. Zamawiający jest zobowiązany do zapewnienia ciągłości dostaw sprzętu medycznego niezbędnego do prawidłowej realizacji świadczeń zdrowotnych. Niezawarcie nowych umów w odpowiednim czasie mogłoby skutkować ograniczeniem możliwości wykonywania części zabiegów wymagających zastosowania sprzętu objętego zamówieniem, a tym samym zakłóceniem ciągłości udzielania świadczeń zdrowotnych. Mając na uwadze, że obecne umowy obowiązują jedynie do dnia 19 listopada 2026 r., konieczne jest przeprowadzenie przedmiotowego postępowania oraz zawarcie nowych umów przed upływem tego terminu. Zachowanie podstawowego terminu składania ofert, o którym mowa w art. 138 ust. 1 ustawy Pzp, wiązałoby się z istotnym ryzykiem braku możliwości zakończenia postępowania i zawarcia nowych umów przed zakończeniem obowiązywania obecnych umów, a tym samym powstania przerwy w dostawach. Pilna potrzeba udzielenia zamówienia ma charakter obiektywny i nie wynika z okoliczności leżących po stronie Zamawiającego. Konieczność przeprowadzenia postępowania w przyspieszonym terminie wynika z kończącego się w dniu 19 listopada 2026 r. okresu obowiązywania obecnych umów oraz konieczności zapewnienia ciągłości dostaw sprzętu medycznego. W związku z powyższym Zamawiający, działając na podstawie art. 138 ust. 2 pkt 2 ustawy Pzp, wyznacza 15-dniowy termin składania ofert. Skrócenie terminu jest niezbędne dla zapewnienia możliwości przeprowadzenia postępowania i zawarcia nowych umów przed dniem 18 listopada 2026 r., przy jednoczesnym zapewnieniu wykonawcom minimalnego terminu przewidzianego w art. 138 ust. 2 pkt 2 ustawy Pzp.
