Justification for the duration of the framework agreement: Für den Auftrag sind Einheitlichkeit und Stringenz für die Leistungserbringung essenziell. Der Auftraggeber hat daher vor dem Hintergrund der Regelfrist von 4 Jahren eine Höchstlaufzeit von 6 Jahren festlegt. Zudem ist der Vertragsgegenstand sehr komplex. Die Einarbeitung in die Materie ist sehr aufwändig und schwierig, da mehrere technische Plattformen sowie die Anbindung verschiedenster Softwareprodukte unterstützt werden müssen. Zudem muss der Auftragnehmer mehrere Entwicklungs- und Testsysteme vorhalten, auf denen er die Software entwickelt und testet. Diese Aspekte verteuern, verkomplizieren und verlängern die Einarbeitung eines Auftragnehmers erheblich. Mit einer Aufspaltung des Vergabegegenstandes unter mehreren Auftragnehmern wären nicht beherrschbare, qualitative Risiken verbunden.
