Description: Raahen kaupungin kaavoitusyksikkö pyytää tarjouksia kaavanlaadinnan puitejärjestelystä vuosille 2027 - 2028 + optio kaksi (1+1) vuotta ja siihen liittyvien selvitysten puitejärjestelystä vuosille 2027 - 2030. Puitejärjestelyn tarkoitus on toimia joustavana hankintamenettelynä kaavanlaadinnassa ja siihen liittyvien selvitysten laadinnassa. Puitejärjestelyn tavoitteena on valita sellaiset palveluntuottajat, jotka ovat ammatissaan osaavia ja kyvykkäitä sekä yhteistyökykyisiä ja hinta- ja laatusuhteen täyttäviä. Hankittava palvelu on jaoteltu osa-alueisiin, joihin valitaan kullekin osa-alueelle puitesopimustoimittajaksi enintään kolme (3) toimittajaa. Hankittava konsulttipalvelu koskee seuraavia osa-alueilta: Osa-alue 1: Yleiskaavanlaadinta Osa-alue 2: Luontoselvitykset; kasvillisuus ja eläinlajit Osa-alue 3: Luontoselvitykset; vedenalaiset luontoselvitykset Osa-alue 4: Kulttuuriympäristö; rakennettu kulttuuriympäristö Osa-alue 5: Kulttuuriympäristö; arkeologia Osa-alue 6: Kulttuuriympäristö; maisema, kaupunkikuva, kaupunkivihreä Osa-alue 7: Maaperä ja rakennettavuus Osa-alue 8: Energiaselvitykset; sähkö, vety Osa-alue 9: Vesitalous; hulevedet, pintavedet Osa-alue 10: Meluselvitykset; melu-, runkomelu- ja tärinäselvitykset Osa-alue 11: Rakennuspaikkamitoitus Osa-alue 12: Turvallisuus ja onnettomuus Osa-alue 13: Maankäytön suunnitteluun liittyvät lakipalvelut Mikäli tilattavan palvelun ennakoitu arvonlisäveroton arvo on vähintään 60.000 euroa, noudatetaan tilauksissa hankintapäätöksessä ja puitesopimuksessa vahvistettua tilausjärjestystä. Vähintään 60.000 euron suuruiset tilaukset tehdään ensisijaisesti etusijajärjestyksessä ensimmäisenä olevalta palveluntuottajalta (tarjouskilpailun voittajalta). Jos tämä ei voi ottaa tilausta vastaan, tilataan työ etusijajärjestyksessä toisena olevalta. Jos tämäkään ei voi ottaa tilausta vastaan, tilataan työ etusijajärjestyksessä kolmantena olevalta. Jos etusijajärjestyksessä kolmantenakaan oleva ei voi ottaa työtä vastaan, tilaaja päättää hankinnan toteuttamisesta muulla tavalla. Tarjouskilpailun voittanut tarjoaja (etusijajärjestyksessä ensimmäisenä oleva) takaa puitesopimuksen kohteena olevien palveluiden saatavuuden koko sopimuskauden ajan. Mikäli tilattavan palvelun ennakoitu arvonlisäveroton arvo on alle hankintalain kansallisen kynnysarvon (60.000 euroa, alv. 0 %), tilaaja voi tilata palvelun haluamaltaan puitejärjestelyssä mukana olevalta sopimustoimittajalta. Osa-alueessa 3: Luontoselvitykset; vedenalaiset luontoselvitykset ja osa-alueessa 7: Maaperä ja rakennettavuus poiketaan hankinnan kohdalla siten, että yli 60 000 euron toimeksiannoissa tilaaja minikilpailuttaa hankkeen valittujen puitetoimijoiden kesken. Alle 60 000 euron toimeksiannoissa tilaaja minikilpailuttaa hankkeen haluamiltaan puitejärjestelyssä mukana olevilta sopimustoimittajilta. Minikilpailutuksessa tulee kuitenkin noudattaa tässä kilpailutuksessa annettuja SKOL-tuntihintoja sekä yksikköhintoja. Tarjouspyyntöön liittyvät kysymykset on lähetettävä 26.10.2026 klo 12.00 mennessä, kysymyksien vastaukset annetaan 28.10. mennessä. Kysymykset tulee lähettää Tarjouspalvelu.fi -toimittajaportaalista. Samasta paikasta löytyvät myös kysymyksiin annetut vastaukset. Tarjoajien tasapuolisen kohtelun turvaamiseksi muulla tavoin esitettyihin kysymyksiin ei vastata. Mikäli tarjoaja huomaa tarjouspyynnössä epäselvyyksiä tai ristiriitoja tai jokin tarjouspyynnössä esitetty asia on tulkinnanvarainen, tarjoajan velvollisuus on tuoda asia esille toimittamalla tarkentava kysymys. Tarjoajan tulee tutustua annettuihin vastauksiin sekä käyttää hyväkseen mahdollisia täsmennettyjä tietoja tarjousta antaessaan. Tarjoukset on toimitettava 9.11.2026 klo 12.00 mennessä. Kilpailutusjärjestelmä sulkeutuu automaattisesti 12:00:00. Automaattisen sulkeutumisen jälkeen järjestelmä ei ota vastaan myöhästyneitä tarjouksia (12:00:00).
