Title: Viittomakielisten tulkkausten ja käännösten hankinta valtioneuvostolle
Description: Valtioneuvoston kanslia (VNK) on yksi 12 ministeriöstä. Sen päätehtävä on tukea pääministeriä valtioneuvoston johtamisessa sekä hallituksen ja eduskunnan työn yhteensovittamisessa. VNK vastaa valtioneuvoston toiminnan organisoinnista ja hallituksen toimintaedellytysten järjestämisestä kaikissa olosuhteissa. Hankinnan kohteena ovat valtioneuvoston ja sen ministeriöiden tarvitsemien suomalaisen ja suomenruotsalaisen viittomakielen tulkkaus- ja käännöspalveluiden hankinta. Tulkkaus- ja käännöspalveluita tarvitaan pääsääntöisesti suomesta ja/tai ruotsista suomalaiselle ja suomenruotsalaiselle viittomakielelle, mutta jonkin verran myös suomalaisesta ja suomenruotsalaisesta viittomakielestä suomeksi. Viittomakielisiä tulkkaus- ja käännöspalveluita tarvitaan erityisesti 1.7.2026 valtioneuvoston kansliassa aloittaneen valtioneuvoston viestintäosaston tarpeisiin. Valtioneuvoston viestintäosasto vastaa valtioneuvoston ja sen ministeriöiden viestinnästä ja valtionhallinnon viestinnän yhteensovittamisesta. Suositus viittomakielten käytöstä valtioneuvoston viestinnässä 2025 edistää viittomakielisten kielellisten oikeuksien toteutumista. Viestintään liittyvien tulkkaus- ja käännöspalveluiden lisäksi hankinnan kohteena ovat myös ministeriöiden muut viittomakieliset tulkkaus- ja käännöstarpeet (osa-alueet 5-8), joiden hankinnassa valtioneuvoston kanslia toimii hankintarenkaan vetäjänä ja hankintarenkaassa ovat mukana liikenne- ja viestintäministeriö, oikeusministeriö, opetus- ja kulttuuriministeriö, sosiaali- ja terveysministeriö, ulkoministeriö ja valtiovarainministeriö sekä oikeuskanslerinvirasto. Muut käännökset suomesta suomalaiselle viittomakielelle 8. Muut käännökset ruotsista suomenruotsalaiselle viittomakielelle Tarjoaja voi tehdä tarjouksen yhdelle tai useammalle osa-alueelle. Kullekin osa-alueelle perustetaan puitejärjestely, jossa valitut toimittajat on asetettu etusijajärjestykseen. Hankinnan ennakoitu arvo on kaikki kielet yhteenlaskettuna noin 100 000 euroa/vuosi. Valittavien toimittajien kanssa tehdään kahden vuoden (24 kk) puitesopimus, joka sisältää kaksi yhden (1) vuoden optiota. Sopimuskauden arvioitu alkamisajankohta on 1.11.2026.

Main features of the procedure: Hankintaan sovelletaan julkisista hankinnoista ja käyttöoikeussopimuksista annettua lakia (1397/2016, jäljempänä hankintalaki). Kyseessä on hankintalain 26 §:n mukainen EU-kynnysarvon ylittävä hankinta. Hankintasopimus tehdään aikaisintaan 14 päivän kuluttua siitä, kun ehdokas tai tarjoaja on saanut tai hänen katsotaan saaneen päätöksen valitusosoituksineen ja oikaisuohjeineen tiedoksi. Hankintayksikkö voi keskeyttää hankintamenettelyn, jos saadut tarjoukset eivät vastaa tarjouspyyntöä kanslian edellyttämällä tavalla, jos olosuhteet tarjouskilpailun kuluessa muuttuvat sellaisiksi, ettei hankintayksikkö voi hyödyntää tarjouskilpailun tuloksia tai jos hankinnan keskeyttämiselle on olemassa muu perusteltu syy.
