Justification for the accelerated procedure: Procedura przyspieszona: art. 138 ust. 2 pkt. 2 Pzp. Przyspieszenie procedury postępowania o udzielenie zamówienia publicznego na dostawę produktów leczniczych stosowanych w ramach programów lekowych jest konieczne z uwagi na potrzebę zapewnienia ciągłości dostaw leków oraz zabezpieczenia prawidłowej i nieprzerwanej realizacji świadczeń zdrowotnych przez Szpital. Obowiązująca umowa na dostawę przedmiotowych produktów leczniczych wygasa z dniem 10.11.2026 r. Dotychczasowe dostawy leków realizowane były w ilościach zabezpieczających zapotrzebowanie Szpitala na okres około 3 miesięcy, w związku z czym posiadane zapasy nie zapewnią możliwości dalszego nieprzerwanego prowadzenia terapii po zakończeniu obowiązywania obecnej umowy. Produkty lecznicze objęte postępowaniem są wykorzystywane w leczeniu pacjentów zakwalifikowanych do programów lekowych. Zapewnienie ich dostępności ma bezpośrednie znaczenie dla zachowania ciągłości terapii, zgodności prowadzonego leczenia z obowiązującymi programami lekowymi oraz prawidłowej realizacji świadczeń zdrowotnych przez Szpital. Z uwagi na termin zakończenia obowiązującej umowy, konieczne jest odpowiednio wczesne przeprowadzenie postępowania, tak aby możliwe było jego zakończenie, zawarcie nowej umowy oraz zapewnienie dostaw produktów leczniczych bez powstania przerwy pomiędzy kolejnymi okresami realizacji zamówienia. Niedochowanie odpowiedniego terminu przeprowadzenia postępowania może skutkować brakiem możliwości terminowego zabezpieczenia dostaw leków, a w konsekwencji stworzyć ryzyko zakłócenia ciągłości terapii pacjentów objętych programami lekowymi. Mając na uwadze powyższe, przyspieszenie procedury postępowania jest uzasadnione koniecznością zapewnienia ciągłości dostaw produktów leczniczych, zabezpieczenia potrzeb Szpitala oraz zapewnienia pacjentom nieprzerwanego dostępu do terapii w ramach realizowanych programów lekowych.
