Op basis van zijn kennis van de verzekeringsbranche concludeert de AD dat de verzekeraars die gelet op de aard en omvang van de opdracht, als leidende dienstverlener kunnen inschrijven, een groep van beperkte omvang vormen. Er zit geen substantieel verschil in de geleverde kwaliteit van de Uitgebreide gevaren verzekering die onderwerp is van deze Aanbestedingsprocedure tussen de ene verzekeraar ten opzichte van de andere verzekeraar binnen de genoemde groep. Hierdoor is het gebied waarop de betreffende verzekeraars zich kunnen onderscheiden zeer gering. Alle belangrijke kwalitatieve zaken worden verwerkt in deze Aanbestedingsleidraad en de Sluitnota (bijlage C.1).
