Hankinta sisältää palvelukokonaisuuden toteuttamisen, siihen liittyvät tietojärjestelmät, käyttöönottoprojektit sekä palvelun jatkuvan ylläpidon, tuen ja kehittämisen. Hankinnan tarkka sisältö, laajuus, vaatimukset, vertailuperusteet, sopimusehdot ja muut hankintaa koskevat ehdot on kuvattu tarjouspyynnössä ja sen liitteissä, jotka muodostavat kokonaisuudessaan hankinta-asiakirjat. Tarjoajan vastuulla on tutustua kaikkiin hankinta-asiakirjoihin ennen tarjouksen laatimista.
