Procedure
Title: One Photonic Wafer Probe Station and one Photonic Assembly Station
Description: This tender concerns DTU Nano's planned procurement of a Photonic Assembly Station and a Photonic Wafer Probe Station. The tender is split into to two lots – one for each of the two stations. Tenderers may choose to bid on one or both lots, which will be evaluated and awarded individually. The assembly station is for connecting fibre array units (FAUs) to an optical chip. The type of connection will be edge coupling using waveguides loops for alignment but if necessary, the alignment can also be performed either using the light source on the chip (if it exists) or by using an external light source and connecting two FAUs, one on each side of the chip. Thus, the main purpose of the machine is to do assembly and fiber attachment of photonic chips. The system shall support research, prototyping, process development, pilot manufacturing, and low-volume production activities within DTU Nano's advanced fabrication facility.  DTU has activities within Silicon Photonics (SiPh), Photonic Integrated Circuits (PICs), Optical transceivers, Laser modules, Photodetectors, Fiber-optic assemblies, Co-packaged optics and Quantum photonic devices which we want to support in the best possible way. DTU therefore intends to purchase a reconfigurable, flexible, versatile machine. The purpose of the photonic wafer probe station is to characterise the quality of photonic integrated circuits (PICs). It should be possible to characterise both optical and electrical performance. For the optical characterisation, the main coupling in/out technique will be through grating couplers, but the equipment should be possible to be configured also for edge coupling to component facets in a grove on the wafer. In this case, different holders and fibres may be needed. The electrical characteristics are to be characterised both in DC as well as RF up to 40GHz using probe and/or probe cards. The system shall support research, development, process qualification, and routine characterization activities within DTU Nano's advanced fabrication facility.

General information
Additional information: General information about participation in the tender procedure: Participation in this tender can only take place electronically via the contracting authority's electronic procurement system. In order to gain access to the tender documents, the tenderer must be registered or register as a user. If the tender contains several versions of the same document, the most recent uploaded version will be the valid one. All communication in connection with the procurement procedure, including questions and answers, must be made via the electronic procurement system. Questions must be asked so that they are received in time for the contracting authority to obtain the necessary information and provide the answers no later than six days before the application deadline. Questions received later than six days before the deadline cannot be expected to be answered unless the deadline is postponed at the same time. Interested parties are asked to stay informed via the electronic procurement system. If the tenderer experiences problems with the system, support can be contacted by email, dksupport@eu-supply.com, or phone, (+45) 70 20 80 14. As part of its tender, the tenderer must submit an ESPD. It is not necessary for the tenderer to sign its ESPD document. In the case of an association of undertakings (e.g. a consortium), a separate ESPD must be submitted for each of the participating economic operators. However, if the tenderer is an association of undertakings, the ESPD document of each participant must be signed by the participant in question. It is not necessary for the lead bidder submitting the tender to sign its ESPD document. If the tenderer relies on the capabilities of other entities, an ESPD must be submitted for each of the entities on which it is based, and the ESPD document must be signed by the supporting entity. Prior to the award decision, the Tenderer to whom the contracting entity intends to award the contract must submit documentation of the information provided in the ESPD in accordance with sections 151-152 of the Public Procurement Act, cf. section 153. As an alternative to the documentation mentioned in sections 153-155, 157 and 158 of the Public Procurement Act, the tenderer may submit to the contracting authority a certificate of inclusion on an official list of approved economic operators, cf. section 156, issued by the competent authority. The contracting entity may only accept certificates of inclusion on an official list from tenderers established in the country that maintains the official list. If the Tenderer relies on the capacity of other entities, the Tenderer must also submit a statement of support in which the entity(s) on which the Tenderer relies declares that it is jointly and severally liable with the Tenderer if the latter is awarded the contract. The template is included as an appendix to the tender specifications. If the Tenderer constitutes an association of companies (e.g. a consortium), the Tenderer must also submit a consortium declaration in which all consortium participants declare that they are jointly and severally liable with each other if the consortium is awarded the agreement. The template appears as an appendix to the tender specifications. Estimated value of the agreement: It should be noted that the amount is an estimate of the expected contract price for the agreement. Attention is drawn to the fact that the tender is covered by Article 5k of Regulation (EU) No 833/2014 as amended. The provision contains a prohibition on awarding contracts to Russian companies and Russian-controlled companies, etc. (see Article 5k(1) for the precise delimitation of the players covered by the prohibition). The contracting authority reserves the right at any stage of the tender process to require documentation that the economic operators are not covered by the prohibition, e.g. by requiring a declaration to this effect and/or documentation of the operators' and their subcontractors' place of establishment and ownership, if any. As stated, the tender is split into two lots. Tenderers may submit bids on one or both of these lots. Evaluation and awarding will be done in separate for each lot.
Legal basis:
Directive 2014/24/EU
The Danish legislative act (no. 1564 of December 15th 2015 (Udbudsloven)) with later changes - This tender is conducted as an Open Procedure according to §§ 56-57 in the Danish legislative act (no. 1564 of December 15th 2015 (Udbudsloven)) with later changes.
