Description: Tämä hankinta on aiemmin perustetun ikääntyneiden ympärivuorokautisen palveluasumisen puitejärjestelyn uudelleenavaus, jossa hyväksytään uusia palveluntuottajia ja/tai uusia palveluyksiköitä mukaan voimassa olevaan järjestelyyn. Hankinnan kohteena on sosiaalihuoltolain 21 c §:n mukainen ikääntyneiden ympärivuorokautinen palveluasuminen Pohjois-Savon hyvinvointialueelle. Hankinnan sisältö ja palvelulle asetetut vaatimukset on kuvattu tarkemmin liitteessä 8 Ikääntyneiden asumispalveluiden palvelukuvaus. Hankinta on jaettu seuraaviin osa-alueisiin: 1. Pohjoinen alue 2. Koillinen alue 3. Keskinen alue 4. Läntinen alue 5. Eteläinen alue Tarjoaja voi jättää tarjouksen yhteen tai useampaan hankinnan osa-alueeseen. Jokaisesta tarjottavasta asumisyksiköstä tulee tehdä oma tarjous. Sopimuskausi on toistaiseksi voimassa oleva alkaen 1.2.2027. Tilaaja ei sitoudu määräostoihin. Palveluja ostetaan tarpeen mukaan täydentämään Tilaajan omaa palvelutuotantoa. Hankinnan kohteen kriteerit ovat määritelty tarkemmin tarjouspyynnöllä ja sen liitteissä.

Main features of the procedure: Kyseessä hankintalain (1397/2016) liitteen E mukainen sosiaali- ja terveyspalveluhankinta, jonka arvonlisäveroton arvioitu arvo tarjouspyynnön hetkellä ylittää §25 mukaisen kynnysarvon. Hankintamenettelyn keskeiset piirteet: Hankintamenettely on E-liitteen mukainen sote-palveluhankinta, jossa perustetaan hankintajärjestelmä. Hankintayksikkö tekee hankintasopimukset menettelyssä valittujen toimittajien kanssa. Kilpailutuksen perusteella toimittajat asetetaan hinnanmukaiseen etusijajärjestykseen kussakin hankinnan osa-alueessa erikseen.
