Title: Utvärdering
Description: Skatteverket kommer att anta det anbud som är ekonomiskt mest fördelaktigt. Anbudet kommer att utvärderas på följande grund. Bästa förhållandet mellan pris och kvalitet. För att få fram det ekonomiskt mest fördelaktiga anbudet används mervärdesmodellen. Mervärdesmodellen bygger på principen att de utvärderingskriterier utöver pris som bedöms i utvärderingen, ges ett mervärde i kronor och att detta värde anges i upphandlingsdokumentet. Härigenom läggs grunden för en medveten och affärsmässig avvägning mellan priset och angivna utvärderingskriterier. Dessutom klargörs vilket ekonomiskt värde som tillmäts de olika utvärderingskriterierna. Varje utvärderingskrav värderas för sig och åsätts ett ekonomiskt värde i kronor. I utvärderingen erhållna mervärden subtraheras från anbudssumman. En högre kravuppfyllnad ger ett större avdrag än vad en lägre kravuppfyllnad ger. Resultatet betecknas anbudets jämförelsesumma. Anbudet med den lägsta jämförelsesumman är det ekonomiskt mest fördelaktiga anbudet. Anbudet med den lägsta jämförelsesumman anses vara det ekonomiskt mest fördelaktiga och kommer att antas.
