Title: Väestövastuullisen ammatinharjoittajalääkäripalvelun hankinta
Description: Hankinnan kohteena on vähintään neljä (4) ja enintään kahdeksan (8) ammatinharjoittajana toimivaa lääkäriä perusterveydenhuollon väestövastuulliseen työskentelyyn Pohteen eteläiselle alueelle. Hankinta on jaettu neljään (4) osa-alueeseen (Alue A, Alue B, Alue C ja Alue D). Ammatinharjoittajalääkärimallissa on kyse hoidon jatkuvuutta tukevasta toimintamallista, jossa ammatinharjoittajalääkäri vastaa nimetyn vastuuväestön tai potilasryhmän perusterveydenhuollon lääkäripalveluista pitkäjänteisesti. Mallin keskeisenä lähtökohtana on potilas–lääkärisuhteen vahvistaminen sekä hoidon suunnitelmallisuuden, laadun ja vaikuttavuuden parantaminen. Ammatinharjoittajalääkäri tuottaa palvelun yrittäjänä joko omistamansa yhtiön tai toiminimen kautta. Sopimus tulee voimaan 1.1.2027, jolloin palveluntuottajan tulee aloittaa toiminta. Sopimus on voimassa 31.12.2027 asti. Varsinaisen sopimuskauden lisäksi hankinnassa on kaksi optiota ajalle 1.1.2028 - 31.12.2028 ja 1.1.2029 - 31.12.2029. Palveluntuottajan tulee allekirjoittaa hankintasopimus viimeistään 31.12.2026. TEKNINEN NEUVONTATILAISUUS Hankinnassa käytetään menettelynä osallistavaa tarjouskilpailua (hankintalaissa § 44-48). Hankintayksikkö järjestää teknisen neuvontatilaisuuden torstaina 22.10.2026 klo 15.00 - 15.30. Teknisessä neuvontatilaisuudessa ei vastata hankinnan sisällöllisiin kysymyksiin vaan kerrotaan ainoastaan hankintamenettelyn kulku. Main features of the procedure: Hankinta toteutetaan hankintalain liitteen E mukaisena sosiaali- ja terveyspalveluhankintana. Hankintaan sovelletaan hankintalain 12 luvun säännöksiä ja 3 §:n mukaisia hankintojen yleisiä periaatteita. Tarjousvertailun perusteena on kokonaistaloudellinen edullisuus siten, että tarjottua hintaa vertaillaan 100 %:lla. Tarjousvertailuun ei ole otettu mukaan lisälaatupisteytystä, koska hankinnan kohteena olevan palvelun vähimmäislaatu on kuvattu tarkasti tarjouspyynnön liitteenä olevalla palvelukuvauksella eikä lisälaatu vertailussa tuo vähimmäisvaatimusten ylittävää lisäarvoa palvelun sisältöön. Tilaaja käsittelee tarjoukset seuraavasti: - tarjousten vähimmäisvaatimusten täyttymisen ja tarjouspyynnön mukaisuuden tarkastus, - tarjoajien valinta ja tarjousvertailuun perustuva hankintapäätös ja sen tiedoksi antaminen sekä - sopimusten tekeminen odotusajan jälkeen tai kun Markkinaoikeus on antanut täytäntöönpanoluvan. Tarjoaja vastaa siitä, että tarjous on tarjouspyynnön ja siinä esitettyjen vaatimusten mukainen. Hankintayksikön on suljettava tarjouspyyntöä tai tarjousmenettelyn ehtoja vastaamattomat tarjoukset tarjouskilpailusta. Myöhästynyttä tarjousta ei oteta huomioon.
