Podyktowane zostało to przede wszystkim szacowanymi terminami, liczonymi w tygodniach od podpisania umów, dostaw aparatury i sprzętu objętego przedmiotowym postępowaniem oraz koniecznością zrealizowania dostaw a także ich rozliczenia w terminach określonych w umowie dotacji zawartej przez Zamawiającego z Ministerstwem Zdrowia.
