Title: Metsäpalojen lentotähystys 2027 Pohjois-Suomi
Description: Hankinnan kohteena on tarjouspyynnön liitteen 2 Metsäpalojen lentotähystysohje luvussa 2.1 Lentotehtävät, viestiliikenne ja kustannukset kuvatut seuraavat lennot: - oma-aloitteiset tähystyslennot, - muut valtion pelastusviranomaisen päättämät lennot (kuten harjoituslennot), - savuhavainnon tarkastuslennot, - tulvavahingon tiedustelu/-valvontalennot, - myrskyvahingon tiedustelu/-valvontalennot, - öljyvahingon tiedustelu/-valvontalennot, ja - sammutustoiminnan johtolennot. Metsäpalojen tähystyslentojen lentotoiminnallisista vaatimuksista säädetään ilmailulaissa (864/2014) ja Liikenne- ja viestintävirasto Traficomin määräyksissä, mm. ilmailumääräys OPS M1-34. Metsäpalojen tähystystoiminta on sisäministeriön lakisääteinen tehtävä, jota palveluntuottaja tuottaa sisäministeriön puolesta. Tarjoaja sitoutuu suorittamaan tähystyslentoja maastopalovaroituksen voimassa ollessa. Ks. valmiuden ylläpidosta tarjouspyynnön liitteenä 2 olevan metsäpalojen lentotähystysohjeen luku 2.2 sekä metsäpalojen lentotähystysohjeen liite 7 Valmius. Lisäksi hankinnan kohteena ovat muut asiakkaan erikseen tarvitsemat pelastustoimen lennot, joita voivat olla muun muassa kartoitus- tai tutkimuslennot tai materiaalin ja henkilöstön kuljetuslennot. Ks. myös tarjouspyynnön liitteenä 1 olevan sopimuksen kohta 4.2. Hankinta on jaettu kolmeen (3) osa-alueeseen eli reittiin (reitit 23-25). Reitit on kuvattu seuraavissa metsäpalojen lentotähystysohjeen liitteissä: - 4 Reitit ja YTA-alueet - 5 Reitit ja pelastustoimen alueet - 6 Reittien käännepisteet. Hankinnan kohdetta on kuvattu tarkemmin tarjouspyynnössä ja sen liitteissä. SOPIMUSKAUSI Tavoitteena on, että sopimukset tulevat voimaan 1.1.2027. Sopimus tulee kuitenkin aikaisintaan voimaan, kun sen allekirjoittamiselle ei ole hankintalaissa tarkoitettua estettä, kuten täytäntöönpanokieltoa. Sopimuskausi on yksi (1) vuosi. Ks. tarjouspyynnön liitteenä 1 olevan sopimuksen kohta 3.1. Hankintailmoituksessa kentässä TED BT-536 ilmoitettu alkamispäivä on sopimuksen arvioitualkamispäivä. Hansel Oy toimii kilpailutuksessa konsultatiivisessa roolissa.
