Justification for the duration of the framework agreement: Justification de la dérogation à la durée maximale de 48 mois : Cette dérogation se justifie par le fait que le Mucem n’est pas propriétaire de son pool d’adresses IPv4 publiques, dont dépendent plusieurs de ses services et applications. Un changement de Titulaire au bout de 48 mois implique systématiquement un basculement complexe et chronophage de ces adresses, nécessitant une reconfiguration complète des infrastructures réseau et pouvant prendre jusqu’à un tiers de la durée de l’accord-cadre avant stabilisation. Cette opération génère des risques majeurs de perte de données, d’interruption de service, notamment pour les applications hébergées en Saas et de vulnérabilité temporaire exposant le Mucem à des risques de cyberattaques. Ainsi, une durée de 72 mois permet un renouvellement des adresses IP plus tardif et offre au Mucem une période de stabilité plus longue.
