Additional information: Tehniski ekonomiskais pamatojums par tīra autotransporta mērķrādītāju nepiemērošanu:Saskaņā ar Publisko iepirkumu likuma 54. pantu, Pasūtītājs ir izvērtējis iespēju administrācijas vajadzībām nomāt tīrus (bezemisiju) transportlīdzekļus un secinājis, ka to piemērošana konkrētajā iepirkumā nav tehniski un ekonomiski lietderīga šādu iemeslu dēļ:1. Tehniskā neiespējamība / Infrastruktūras trūkums: Pasūtītāja administratīvajā teritorijā un tiešā darba vietas tuvumā (adresē: [Ierakstiet adresi]) nav pieejama atbilstošas jaudas elektrotransportlīdzekļu uzlādes infrastruktūra (ne publiskā, ne pašvaldības īpašumā esošā). Bezvietas uzlādes neesamība padara transportlīdzekļu nepārtrauktu ikdienas ekspluatāciju neiespējamu un rada risku pašvaldības funkciju nepildīšanai.2. Ekonomiskais pamatojums: Pašvaldības budžetā šim gadam nav paredzēti finanšu līdzekļi kapitālieguldījumiem uzlādes staciju izbūvei (kas ietver elektrotīkla jaudu palielināšanu, projektēšanu un stacijas uzstādīšanu). Savukārt elektroauto noma bez savas uzlādes stacijas, paļaujoties tikai uz attālinātu publisko tīklu, būtiski palielina darba laika zudumus un kopējās transporta uzturēšanas izmaksas, padarot iepirkumu finansiāli neizdevīgu pašvaldībai.Ņemot vērā minēto, Pasūtītājs tiesiski izmanto PIL paredzēto izņēmumu un nosaka, ka šajā iepirkumā tiek nomāti transportlīdzekļi ar iekšdedzes dzinēju, nodrošinot saimnieciski visizdevīgāko un pašvaldības funkcijām atbilstošāko risinājumu.
