Cerintele tehnice definite la nivelul anuntului de participare, caietului de sarcini sau altor documente complementare, prin trimiterea standardelor, la un anumit producator, la marci, brevete, tipuri, la o origine sau la o productie/metoda specifica de fabricatie/prestare/executie, vor fi intelese ca fiind insotite de mentiunea ”sau echivalent”.In cazul în care, în urma stabilirii clasamentului conform criteriului de atribuire „cel mai bun raport calitate-preț”, două sau mai multe oferte sunt situate pe primul loc obținând același punctaj, având prețuri egale, comisia de evaluare va solicita prin clarificari, prin intermediul SEAP, noi propuneri financiare.
Ofertanții vor transmite, prin intermediul SEAP documente care conțin noi prețuri, oferta câştigătoare fiind desemnată cea care obtine punctajul cel mai mare.
